Hello. My name is Officer David Barley. I am known to the students as Officer Dave. I graduated from York College with an Associate Degree in Police Science in 1979. I started my Law Enforcement career with Mt. Wolf Borough in August 1979. In February 1981, I started with Dallastown Borough fulltime. August 19, 1985, I was hired by York Township Police Department, which is now York Area Regional Police Department. For more information on York Area Regional Police, go to www.yapd.org.

In 1997, York Township Police, with the agreement and support of Dallastown School District started the D.A.R.E. program. This is Drug Abuse Resistance Education that is taught to our sixth graders. For more information on D.A.R.E., go to www.dare.com. I was selected as one of two D.A.R.E. Instructors and was trained in October 1997.

The first D.A.R.E. classes were held starting in January 1998 and have been taught every year since.

In the summer of 2002, York Area Regional Police, with the agreement and support of Dallastown School District, applied for and received a grant from the U.S. Department of Justice to put an SRO (School Resource Officer) in Dallastown High School starting November 2002. I was named the SRO for Dallastown School District in May 2002 and was given an office in the High School in room 269.

SRO (School Resource Officer) started in the 1950's in Flint, Michigan. Officers were put in schools to improve the relationship between youth and police. They served as Counselors and Teachers. This became the model for SRO programs since. In 1991, Sarasota, Florida hosted the first National Conference for School Resource Officers, which started NASRO (National Association of School Resource Officers). For more information on NASRO, go to www.nasro.org . NASRO adopted what is called the triad approach.
